RAAC SURVEYS

Nationwide Estate Assessment

the project

In 2023, following an enquiry from one of our major clients, APA’s dedicated RAAC (Reinforced Autoclaved Aerated Concrete) team was established to identify, assess, and manage RAAC within their property estate. The objective was to:

  1. Locate and confirm the presence and condition of RAAC.
  2. Make safe any immediate risks identified.
  3. Plan and implement structural support and long-term remediation strategies.

Working closely with the client’s asbestos and estate management teams, we developed a robust survey strategy. This began with a thorough review of existing data to ensure our survey drawings and schedules aligned with the client’s existing documentation and numbering systems.

We then prepared detailed Risk Assessments and Method Statements (RAMS) and a phased programme of works, ensuring safe access alongside the asbestos surveyors while keeping property managers fully informed throughout the process.

The solution

Phase 1 – Initial Surveys

  • Conducted across 400 stores in 20 weeks using four survey teams.

  • Primary objectives: identify RAAC, assess condition, and take immediate safety actions (cordoning, temporary support, notifications).

  • Findings and actions were tracked and reported weekly, providing the client with live data to enable swift decision-making.

Phase 2 – Detailed Assessment

  • Approximately 100 stores were confirmed to contain RAAC.

  • A more intrusive survey was commissioned to define scope, condition, and extent.

  • Data collected informed a RAAC Risk Register, allowing prioritisation of remedial works and the development of long-term budgets and management plans.

Phase 3 – Outstanding Areas

  • Revisited stores with inaccessible areas during Phase 1 (e.g. fixed ceilings, locked rooms, asbestos restrictions, congested spaces).

  • Using innovative techniques—such as endoscopic cameras, roof void access, and out-of-hours inspections—our team identified RAAC in a further six properties.

the outcome

The project produced comprehensive, room-by-room survey data and RAG-coded location drawings for every property. This information was uploaded to the client’s online compliance system, enabling estate teams, consultants, and contractors to safely plan and execute works.

We also:

  • Installed warning signage in affected areas to inform staff and contractors.

  • Provided a direct contact pathway for safe planning of future works.

  • Supplied the RAAC management team with the data and insights required to make informed, proportionate decisions.

Thanks to this structured approach, safe trading continued throughout the process, and the client’s estate is now equipped with comprehensive RAAC management data and long-term protection strategies.
